The Catholic Church has said that valid marriages are indissoluble.
Annulments are not like divorces in any way. An annulment is granted in cases where a valid marriage never took place. In this day and age, we have more and more of them because people no longer understand what marriage is about.
Catholic Church states a marriage is only dissolved by the death of one of the spouses. Of course that does not apply when it suits them. So if someone wants to join the Catholic Church and their spouse is not happy about it the Bishop of Rome can dissolve something that his Church teaches is indissoluble.
The RC position is pretty nonsensical. Divorce generally isn't allowed without getting an "annulment", then everything is hunky-dory. They think a piece of paper saying the marriage never happened is supposed to actually mean something to God.
What the Church teaches is contained in the marriage vows - "In good times and in bad, for better or for worse, in sickness and in health, until death do us part". Nothing can dissolve a valid marriage except the death of one of the parties.

Marriage is for life. Annulments are not disolutions of marriage, per se. They are adjudications that a valid marriage was never entered.
