The quote is by Alice Roosevelt Longworth and is in the book Hardball by Chris Matthews
Thanks (:
"If you don’t have something good to say about someone, come sit next to me"
I have no idea what it could mean but I think she wants to find out dirt about others?

It's meant to be funny, since at the time it was said, people were very prim and proper about "if you don't have anything good to say about someone, don't say anything at all." By saying what she said, Ms. Longworth was making fun of snooty, overly-proper people, and admitting she liked a little juicy gossip now and then, and admired people who were open and fun-loving.
Basically, yes.
It's more for the Gossip loving girls.
"What's that about Derp? She made out with Herp in the changing room with still dating Steve!!!?"
