I got a phone interview yesterday with HR about a position and I had asked been asked to come in for an interview but I got this letter the next day. Is it because I might still be on the payroll from my previous job? I had quit.
Update:Should I still try to go for the interview?

What did the letter say?
It is clear you are turned down for the job. The key part of the letter is:
"based on information regarding your employment status with Target"
Have you been employed by Target in the past?
This indicates "yes" and prevents you from being hired now.
If never employed, possibly a form letter reply and you are somehow related in business to them.
If you have never been employed by Target, you can directly contact Target HR and ask them, and not by a "reply" to this auto-sent message.
