im pretty sure it does not mean hi, and I think its a bit of an insult to just say it to someone. I heard that chow can mean dog ; or left over food, scraps etc. maybe someone who knows the language can give us the specific meaning and a chinese lady on a cooking show today said that chow mein is just a chinese dish created for americans (with a bit of humour) meaning left over scraps dish
