Impolite. It's one thing to do it in your own home. When you are visiting someone who you know doesn't normally have her toilet seat up, it's only polite not to leave it that way.

The toilet seat has a lid. When you're a guest, you lower the seat and close the lid after you use the toilet. And you wash your hands properly.
