Can a landlord ban you from installing a window air conditioner if it is not in your lease as not be allowed PLUS you pay your own utilities? Especially during a heat wave like this!

Yes, they can stop you from installing a window air conditioner and it is probably covered somewhere in the lease but not like "1a. No window air conditioners". There is nothing they can say about a stand-free portable.
