I called ahead and asked if they still had the special and they said they did. I went in with my guest and knowing that my entree would be about $4 (with the special) we ordered appetizers because we saved on my meal.
When the server came to my table I told her I would like the .39 cent boneless wings and she agreed and placed my order. Well when the bill came it was about 7 dollars higher than my calculations. I told her no hard feelings but my order had been put in wrong. She told me she wasn’t able to change it and I told her (in a nice way) that I am not financially liable for her mistakes.
Then the manager comes and tells me that he can’t change it either but offers me a free dessert, but that’s not what I want.
So I leave cash for the amount I was SUPPOSED to pay had they corrected it and no tip and left.
Am I in the wrong? Am I liable for the waitress failing to order my food correctly? I don’t think so. What do y’all think?

I think you did exactly the right thing. Many people would have been inclined to make a scene and the occasional person would have tipped over the table and let the entire restaurant know that they attempted to rip you off. You should do one thing more. Give that particular restaurant a Bad Review on Yelp, FB RipOffReport.com and any other social media that you can think of.

This story is PURE FICTION. I SHOULD have known that as soon as you claimed Applebee's HAD a $0.39 boneless wing special, but I didn't realize it until you claimed the manager told you he can't adjust the bill.
Claiming you were permitted to walk out without paying whatever they agreed to is the final nail in your stories coffin.

I hope you shared your appetizer with your "guest." Did you share an entrée with your guest or did they get their own? Are you in the wrong? Just pay the bill and tip the waitress while you're at it.
