The Justices on the supreme court do not and have never "represented" the lower federal courts. That is not their function, and to change the number based on that fiction is silly.
Umm....no. That doesn't make any sense at all. SCOTUS is not there to "represent" anyone. It's there to be the highest court in the land as well as to handle appeals from lower federal courts.
