You need to consider the Plains of Abraham. That is where the deciding battle for the control of Canada took place between the French and the British.
Otherwise it's hard to pick a single spot in the city because there is so much history. You might look at the old town where the first settlement took place and where they believe they have found the ruins of Samuel de Champlain's house. If it's strickly tourism, then consider the boardwalk below the Chateau Fronteneau or to the Musee de Beaux Arts or the Musee de Civilization.
You should also know that Quebec City is a UNESCO World Heritage Site. It is the only walled city in North America.
I love Quebec City, and my favorite place is the L'hotel de glace, or the ice hotel. Il est tres cher! (It's very expensive) The whole thing is made of ice, even the furniture.
Also, the chic place to go is le galleries de la capitale, or the capital mall. There's a roller coaster and an oversized skating rink. There's nearly 250 stores there.
