My puppy hurt her leg this morning and was in a lot of pain. It was her back left leg. When she puts weight on it she whines and is hurt. I brought her to the vet, nothing dislocated and nothing fractured. They did put her in a small cast just to get her some rest and gave her pain pills. We can’t get her to move at all. I know the vet said to let her rest but should I be concerned that she’s not trying to move around at all?

Letting her rest means not making her move around. Help her outside to potty and then help her back in to rest, i/e not move.
she's doing just as the vet ordered deal with it
She needs rest. If she is not more active in a few days, you may want to call the vet and talk to them to see if there is something you need to do or the dog needs further vet attention.
Let her ALONE! If she was sedated, or given a general anaesthetic for the examination, it's possible she's still not quite back and for sure, painkilling meds, could make your puppy groggy. Be thankful because trying to keep a puppy quiet to give an injury a chance to heal, would normally be difficult.
I'm not sure why a vet would put a splint on a leg without being sure what had happened.
My bet (and it is only a guess) is this could be a patella problem/ligament tear. If after a few days, there's no improvement get back to the vet - or go for a second opinion.
What you don't want is for it to be running around.
NO, you should be more concerned that you are PICKING and PRODDING at her to GET UP or to MOVE ..... DESPITE, what the vet advised. REST is exactly what the puppy NEEDS for a soft tissue injury, period. What part of that, did you not understand? Pain (naturally) helps LIMIT MORE INJURY. The puppy is also probably "out to lunch" on the pain meds.
How about you develop some patience and wait to assess her condition until at least 12 to 24 hours from now and until the pain meds have worn off, as much as they're going to, before another dose. Be prepared to help her walk outside (to potty) by supporting her weight with a large bath or beach towel run underneath her belly, if walking is still painful.
probably an a acl tear ( same as like in humans )
there is a course of drugs that help with the repair
get them from the vet
Probably still just dopey from the medication. She will get up when she feels like it.
You should be glad. Rest is good for a soft-tissue injury. The pain meds may be punking her out (although you didn't bother to tell us what she's been prescribed...NSAIDS vs. opioids).
Better hope she doesn't need a TPLO.
I find it odd that your vet would cast/splint the leg without having a diagnosis. Did you decline recommended diagnostics?
Then follow the treating vets advice
