You are obviously not familiar with hate crime legislation. Hatred of a person does not make a crime a hate crime. That's simply the law. So what you're really asking is "Help me I am a dumb conservative and I don't understand how hate crime laws work. I thought if you hate someone that makes it a hate crime. I can't be bothered to read about these laws".
That being said, this case in chicago does appear to be a hate crime, which has to do with specific facts about the perpetrator's motive.
Trump's name was mentioned has no bearing, however.
If the motive were political then it could be construed as terrorism, but not a hate crime, at least by illinois law.
Finally democrat is a noun. So there is no such thing as a democrat strategist. It would be correct to say "democratic strategist". Educate yourself so you don't sound mentally disabled.
Legally a hate crime is motivated by the hatred of a person's gender, ethnicity, sexual orientation or religion. Reacting to a person's political beliefs is not a hate crime.
