My neighbor has Alzheimer’s disease. I know does. She is alone and has no family. I believe that a man and his family are taking advantage of her. He is the grandson of a deceased friend of hers that lived down the street. Never seen this guy in my life, until now. Now he is bragging about the money that he is going to get for a “house” from her. Many neighbors are aware that this is going on. One called the police and they said that if she is willing to give the money, there is nothing they can do. What can I do?

Time for a call to APS-- Adult Protective Services. Preying on the elderly and elder financial abuse are common crimes against the elderly. They can at least investigate the situation. Perhaps they can recommend a course of action too. She is very vulnerable if she has Alzheimer's, as you have rightly detected off-behavior in this shady "neighbor." Please continue to be an advocate for her. Good luck.
In honesty, please listen to what DeannetheGreat said. Call APS and have them investigate. I hate it when people do this to the elderly, my neighbor was a victim of the same thing. :*(
