I know I already asked this, but I left out somethings.
She took the money to pay for her 18th birthday party.
The reason she wanted the party is because since I was 14 and she was 13 I got all the attention, because I started having kids, and she wanted everything to be about her for once.
She seems genuinely upset that she did it, and yeah I was super angry with her, but now, I feel like it was kinda my fault. she got my bank card and drew the oney out at the ATM in installments of £300. Should I ask for the money back? or is that just cheeky?? xxx

If she took it without asking, that's called stealing or theft.
If you are willing to forgive her, then that is up to you. If you are willing to forgive the debt, then that too is up to you.
Just be certain that she knows that you know she did something wrong. Just because you forgive her does not mean that she has "permission" to do this again.
Consider whether or not you would have given her the money had she just asked for it.

2nd, it wasn't your fault she stole the money; she a grown woman and she knows the difference between borrowing and stealing.
and 3rd, don't ask for the money back; demand it. she had no business taking the money from you in the first place.
Borrowing money without asking is stealing. You should report her to the authorities.
She did not borrow the money. She stole the money, and then she manipulated you into blaming yourself.
Repaying what she stole is an important part of restitution.
You should first of all tell your Sister how you see on the happened.
Tell her that you find your sister's action wrong but.... (Just fill in what you want to do...)
