Cross reference your error code with the website below:

However, I'm willing to bet that you have a custom firmware PSP, and one of your settings is off. Try the following method:
I run custom firmware on my PSP, and I've probably put custom firmware on 50+ other PSP's. When they try to play games off of the memory stick, the most common reason it fails is if they don't have a game in the drive. It's not always necessary...but sometimes is :)
IF you have custom firmware, hit the select button from the main menu (XMB). You'll then see a secret menu that most people don't know exists. Change your ISO mode to M-33 Driver, and then choose restart. Now, your games should run a lot better, and I doubt you'll get that error again.
With this option turned on, you no longer need games in your drive to make them work off of your memory card.
Good luck, and I hope that I've helped.
Put in an older game that you've played before. Turn it on and wait on the front screen there. Does the little thumbnail of the game inserted show under "game"? The UMD icon should change and show the title and graphic from the game. If it does not, I think something's wrong with your UMD drive. Listen to the back of it real carefully. Is there any noise at all or is it simply sitting idle?
If it's pooched for sure and you don't want to bother fixing it, what a great time to consider an upgrade. The 2000 and 3000 versions have different bundles, like the 3000 can come with Rock Band and a 4GB memory stick for like $199 or less.
Update to Sony's latest firmware and see if the games work then. If not contact Sony and they probably will be able to fix it. If you have custom firmware then don't call Sony.
change the memory stick and/or battery see if that works
welcome to the world of psp they usually break down in like a month or 2 i guess you could send it to sony but idk if they will do anything
