FLOATING CITY PLANNED FOR TOKYO

Within about five years a "floating city" will be built to provide extra space for overcrowded Tokyo. That prediction comes from Columbia University's Dr. Manosobu Shinazuka, an engineering consultant who's working on the project with a Japanese architectural firm. Plans call for a seven-section steel raft measuring about one mile by a quarter of a mile. A likely anchor site is in Tokyo Bay, which has a bottom said to be too muddy far the building of conventional land-fill islands.

"It is also a relatively calm body of water", says Dr. Shinozuka, "so that a floating mass would not be subjected to tremendous waves". Most likely, the structure would be used for shopping malls, warehouses and parks. A bridge or ferry would connect the floating city with the mainland.
