Most businesses are not able to hire you until you turn 14 and even then labor laws prohibit what you are allowed to actually do on the job.
You can always go to non-profit organizations like a shelter and volunteer, but you won't be paid and some have age requirements as well. Some of them will only let you volunteer if you are with a parent or guardian.
