I want to convert the verb 出ません to us in a "when" sentance, which I thought should use dictionary form. I have attempted it below but 出るない doesn't sound right.
切符が出るないとき、どうしますか?
Also having a similar problem with tai form / dictionary form... surely 知るたい is wrong??
電話番号をしるたいとき、どうしますか?

If you are using tai form in a sentance which normally requires the dictionary form of a verb, do you just use the tai form?

How does your dictionary list verbs? In the plain form/dictionary form?
There are hundreds of rules for verbs, you must learn them yourself from a book/teacher.
Meanwhile, deru (demasu). In the negative, drop ru, add nai. denai is the plain/dictionary form of demasen.
Shirutai is wrong, yes. It is shiritai. Put it into its masu form (shirimasu), drop masu, add tai.
These are the rules for only THESE verbs, there are many different rules for the many different verbs, and it would take me forever to type it here. Buy a book, get a teacher, and get them to teach it to you.

You can remove -ru and add -nai to form the negative. Sometimes, you need -anai, such as kaku -- kakanai.
-tai is add to the masu form, which ends in -i, like tabetai or the -i form when it's not a -ru verb: kakitai, yomitai, etc. -tai verbs behave like -i adjectives, essentially. So yes, instead of the dictionary form, just use -tai -- polite form would be -tai desu.
