Cesc Fabregas is a Central Midfield ( CM ) play maker .. You see, CM don't require sprint speed as much as wingers ( wide players ) or strikers do .. CM players, especially play makers like Cesc Fabregas rely on vision to create openings for teammates .. They usually have excellent ball-control skills, good passing ability, tremendous stamina, good free-kick taking ability ..
Since the main question you are asking is Cesc's lack of speed, let me tell you that there are other CM players even slower than Cesc ,, Deep-lying CM play makers and some Central Defensive Midfielders ( CDM ) like Andrea Pirlo, Xavi, Gennaro Gattuso are good examples of top players lacking in sprint speed .. What these players lack in sprint speed, they more than make up for by being excellent in other areas ..
Ball speed. Old trick of football. No matter how fast a person is, they will never be quicker than a ball.
When Cesc has the ball at his feet, what he can do with it is world class. He can score goals, but the strongest part of his game is how he moves that ball around. Combined with his brilliant vision he can anticipate a team mates run and deliver a near perfect ball to him be it in the air or along the ground. Because of this near perfect execution there's no real need for him to be physically quick.
Central midfielders tend not to have out and out pace but good engines. According to pro zone stats Gareth Barry was the slowest player in the Prem last season so at least Cesc would beat him for pace
he can pass the ball with great precision. even though i o not like to talk about this now due to cesc gone and nasri leaving they teamed up and scored a great goal for arsenal against barca. well arsharvin scored the goal. who remembers this.lol.
It's his ability to pass the ball, creating numerous opportunities with precision and vision. Plus he great ball control, so doesn't need to move too fast.

It's his vision! 2nd to none. He's not very fast but has a lot of stamina and picks out brilliant passes to team-mates.
When someone can do this: http://www.youtube.com/watch?v=Qldzp0vJjtk
Then I wouldn't care too much about speed, its not like hes a striker anyways! ^_^
