God choose him to write most of the New Testament of the bible.. if he were not a chosen apostle then I don't know quite what you would call an apostle..

He started out as a major sinner, and Jesus placed upon him blindness to prove He was God .. and then He took away the blindness and Paul believed .. and was choosen to be Jesus voice to His people on how to build a church.. No, Paul was called to follow Jesus on the road to Damascus. The definition of an apostle is someone who was called by Jesus personally to preach the gospel.
