My buddy is trying to convince me that Spain has its own government, but that sounds like crazy mumbo jumbo. I’m pretty certain that Spain is just a region of France. My buddy also claims that they have the internet in Spain, which leads me to believe that he’s lying about the whole thing because everyone knows that there is no Spanish internet.

What are you on about? Of course, Spain is a sovereign, independent nation. Moreover, some regions within 'spain' are autonomous like the basque region and catalonia , if spain can grant self rule to the other regions, obviously in itself it must be a sovereign nation.
