I need to write in the past tense, but I don't know if the "reaching up" part is considered past.

I don't think so. If I'm right it should be
"I can't get used to them." I replied as I reached up to touch his face.
I also put a full stop where you had a comma as it is a sentence by itself. I'm curious though, any chance you could tell me a bit more about the context of this?
Participles like "reaching" don't have their own tense in English, they only have aspect, and even the aspect marking ("having reached") is not used very frequently.
