my thought is that illegal immigration is a critical issue and can be addressed at the level of employment by making eVerify actually work, exempting employers from suit if they have eVerify records to show the employee is legal, and by inspecting ALL employers and self-employed persons annually to make sure they actually do follow the eVerfiy rules. [In addition, states might be encouraged to alter partnership and corporation charters/licenses to require the use of eVerify and prevent control of an entity by an illegal unless he/she is NOT active in the business.]
Fines for knowingly employing illegal aliens should be increased to be equal to the entire amount paid to such illegal aliens over the past seven years. [This'll get employer's attention real fast]
