It was meant to show the power of the Nationalist forces. Guernica was held by the Republicans, Franco wanted people to see what would happen to those who opposed him. Actually most of the Nationalist air power during the Civil War were elements of the German and Italian air forces.
Franco was not terribly concerned about what the rest of the world thought of him, only that he gain and hold power in Spain.
