two thoughts. (1) back in the cold war days, the US and Soviet Union each had nuclear arsenals which could blow up the earth many times over. So that Mutual Assured Destruction (MAD) capability kept both sides from directly confronting each other. So war was really the enemy, since if anything serious got started, the whole world could end.
(2) from a Washington College article about The Nature Of war (Volume 81, Issue 3, September 25, 2009): "Some people believe that the true enemy of war is war itself. They base this notion on the grounds that in order to stop war, we have to end war. In other words, if war is the destroyer of all things then we have to destroy the destroyer. This opinion, however, is flawed for two reasons. First, it is impossible to use the ultimate expression of evil to end the ultimate expression of evil without resulting to a devastative and nonsensical cycle.' Some fancy words, but it boils down to a simple fact that humans are flawed, and as long as we have people with greed, power and intolerance, there will be wars.
