I usually use the paranthetical phrase "(see attachment)" immediately following the reference to the document.
e.g.; The contract (see attachment) is...
.
“Attached is” would be the proper way to say that. “Attach is” would be implying that ‘attach’ is a noun, and it is doing something, whereas saying ‘attached is’ would be saying that something is attached to the message.
