You have to buy the software that the IRS licenses for use. It is expensive.

there are lots on the market some reasonable some quite expensive, I have always used reasonably simple ones since my clients were never terribly involved tax returns, the more expensive programs will cover most any return you will need to prepare, but to start with if you are not qualified and registered with IRS you will NOT prepare tax returns for money

Professional software is expensive. There are some where you can pay by the return rather than a flat fee.
