Ok, if u & ur friend had a falling out over something serious. Then a few months later you saw him/her on the street, they saw you and forced themselves to laugh at you (but you could kinda tell it was forced laughter)
Is there any reason to think they want to forgive and forget & become friends again? Are they still affected by you? Are they over you?
What would you think?

The real question is how serious? You say you fell out over something serious? Was it serious enough for you to discard such a close friendship. I mean, things happen. You have to learn to get over it and move on with life with your friends.
The second thing that matters is how much you still want to be friends, not whether he/she wants to be friends anymore. If you think that he/she was a great person and that you were happy together before the fall out, then just go up to them, and apologize. Even if you were not in the wrong, apologize because 50 years from now when you look back on life and feel lonely you will regret not having taken the initiative. Remember this, a life without friends is not worth much!!!
Please try to make it up... You'll never regret it till the day you die... And when you do you will have a smile on your face for the friends you've had...
Your former friend does not want to be friends again. Just forget about him/her.
The fact that your former friend had to fake a laugh just to hurt you is all the clue you need to know this. But you can console yourself by knowing that your friend looked pretty stupid doing that. Anyone who saw this laugh knows it was done out of meanness, and they think less of your friend for it.
