Last time they did this (in 2007 & 2008 under Bush) the "stimulus" checks were written up as a tax credit. The IRS automatically added the credit to everyone's 2007 tax return That resulted in additional tax refund which was automatically sent to people.
If you owed federal taxes the credit was applied to your tax debt first.
If you had an offset for state debts or child support the credit was offset accordingly.
So although nothing is final, it is highly likely that your stimulus check (if any) will be offset to pay your child support.
Thats an excellent question...could always pay up what you owe for your kid...then they will definitely send it to you.
Things happen, no judgment, maybe you lost your job and thats why you owe back...but I can tell you to get yourself together and start paying what you owe moving forward.

I CAN say that ALL payments from the Federal government are subject to the Treasury Offset Program. If you still own back child support, and they have filed to garnish payments, that applies to ALL payments you would otherwise receive from the US Treasury.

It depends whether the government gets so meticulous that they also will channel the relief checks to your X. It does seem unfair to do so.
