Obviously because their brains are not as developed (evolved) as the brains of humans.

Interesting fact:
when Europoeans discovered Tasmania
they discovered that the Tasmanians had not learned to "make fire".
They could (and did) *preserve* fire by keeping hot coals in stone containers
so that if fire was lost by rain or flood they could restart the fire
but if they lost their "hot coal" along with their burning fires
they would have to wait for lightning to strike something flammable
before they would once again have fire.
Humans are the only species we know
that has both need
and the necessary intelligence
to "make fire".
Some species that MIGHT be nearly as intelligent
(for example: certain species of dolphin)
have no need of fire
and their environment is not conducive to fire, anyway.
Some species that MIGHT be nearly as intelligent
and might have need of fire
(e.g. ravens)
don't have the necessary physical characteristics (i.e. opposable thumbs).
But most species
don't need fire.
Most species
are suited to their environment.
There is SOME evidence
that it was not Homo sapiens that invented fire
but, rather, earlier hominid species.
Thus: other species of animal can't build fire
because we wiped out the other species that could.
I.e. because
through natural selection
we out-performed those other species.
Evolution says nothing about fire - if you choose to remain ignorant of the facts that is your problem.
