If an EU citizen cannot get the points for Canada & get through the US immigration system, is Mexico both a viable & realistic alternative? ?
If they are willing to learn Spanish? Can one still get a part of the US & Canada from being based in Mexico?

'Willing'? They'd need to be fluent in Spanish to qualify for a job that would get them a work visa.
If they have skills that translate to Mexico's labor needs and can afford to live in the nicer parts of the country it might be a good deal. Worth knowing that Mexico is being absolutely ravaged by COVID-19 at at the moment and that it may take the economy there a very long time to recover.
Mexico is a LOT different from the USA, and especially Canada. If you don't like Europe, it is not a good substitute at all.
