Ring the social services or something you can get help for this kinda stuff banging your head against the wall will only create you more work because you will then have a hole to fill where you hit your head on the wall
Yes, you can move out with your parent's permission. Is there a relative or friend who is aware of your living conditions (or can be shown) who can take you in until you finish high school? It is NOT YOUR shame, it is the hoarder's mental illness. You may have to expose their illness to improve your life and the hoarder's life. there has to be some decent way out- besides your bashing your head into a wall....

there has to be some other, decent, normal and lawful way out to allow you to normally complete your education and further on freely build your life as you deserve to and as you're meant to...
I think social services there have to be involved- better sooner than later....
as about your head- it has a priceless contents.... which is why it has to be thoroughly protected ( you, your life, your spirit and- inasmuch as possible - your quality of life- whatever it takes)
your changing your surroundings and/ or get put in foster care or so has to thoroughly be considered in real life
Work multiple jobs. Open a savings account and deposit all the money. Work hard and it won't be that long and you can move. Your mom has OCD and without psychiatric help and medication she can't change. Save any money you can for the day you can go.

Tell your local fire station that you can't escape in case of a fire.

Clan it all up for him, organize it then make a simple way for it all to stay organized and teach him how to use your methods.
