I’ve been stretching for about 2 weeks and my foreskin use to be very tight and now it can go to the end of my glans, but I don’t know if I want to pull it over my glans in case it gets stuck. Is it safe to do so? Can paraphimosis occur when flaccid?

Yes, paraphimosis usually does occur when flaccid. The problem is that the tightness causes constriction that traps blood in the glans and it's then too big to slide back.
Question: Is your glans too sensitive to touch directly, with firm pressure?
If it's not, then getting the foreskin to go back forward is really just a matter of squeezing the glans by hand so that it's small enough to fit back through the phimotic ring.
Either way, keep stretching. You're getting results. If you keep stretching you'll have excellent function before you know it.
