We bought a female Rottweiler who was around 8 weeks old from a breeder. She is now 6 months old and she hasn’t grown a whole lot. She’s not as fluffy as she used to be and her fat as turned to muscle so she pretty much looks like a mini rottie. We think she may be a runt? Or maybe she’s just growing slow? I know rottweilers have around 2 years to fully grow but we’re just a bit concerned

Bone growth continues for a year and a half with them. Six months is too early to be worried.
Talk to the breeder you got your dog from. READ the standards. They have height/weight for males and females on most of the breeds. Rottweilers have smooth tight coats as adults - not fluffy ones. She's only 6 months old - she still has 18 month of growing and will grow in spurts. I'm sure she will be the standard size of a female Rottweiler when grown IF you got her from a reputable breeder.
Okay....And your question is what exactly? It never occurred to you to ask the breeder and/or your vet, if you have the knowledge and can actually form a question? Instead you chose to mention it to strangers/children on YA that know nothing about the individual dog, why?
Rottweilers aren't suppose to be "fluffy", perhaps she's a mongrel/mix from a BYB/Puppy Mill. No such thing as a "mini rottie".
Your Rottie could be the runt (which should have been obvious when in the litter - significantly smaller than her siblings?) BUT I'd not panic yet - I tend to go with the frame is there by around 7 months, in medium to large dogs, but it can take at least another year (long for males than bitches) for the dog to 'body up'. You may have one that came from a slow-maturing line which, for me, tends to be better than having the flier puppy who is 'there' by 6 months!! The slower maturing dogs tend to reach maturity sound where the puppy who as developed too fast, can suffer with all kinds of structural problems.
I'd take this concern to whoever bred your Rottie - provided he/she is reputable and experienced, they will know best how their lines develop. And of course, unless you have the registration paperwork from the official Kennel Club of her country of birth, you have no guarantee that your pup is purebred! Ane even then, some dogs can look little like their Breed Standard, even if purebred.
There's no such breed as a "German Rottweiler" and Rottweilers have very short hair and are NEVER "fluffy".
Clearly you bought a MUTT from a backyard breeder, idiot. Didn't think to ask for a BREEDER SLIP which would prove pedigree?

What kind of breeder did you buy this dog from? If you got her from a BYBer or Puppy Mill, she is poorly bred & may not turn out like you thought you were getting. Did you see both parents? Did you get the puppy papers? Did you choose the pup or did the breeder choose one for you? Breeder could have pawned off one of her lesser quality pups to you. Your dogs size is dictated by the genetics of both parents. Neither of the above get genetic testing on their dogs to even see if they were compatible or not. Genetics get all messed up & these idiots get you money & give you lesser than what you thought you were getting.
Maybe this is just a stage in her puppy hood where she is just awkward. Then hit a growth period where she'll finish off her growth. Like teenage children do. She will reach her full growth at about 9 months & will continue to build both bone & muscle & will fully mature at about the age of 3 yrs old. Give her some time & add some extra calcium to help with the bone building. Ask you Vet about the extra calcium, I'm sure he will agree.
The fact that an animal is purebred is not necessarily an indication that the dog is a good example of the breed. Did the breeder show you the show titles that both parents won? Did they show you the results of health screenings including hips and joints? Did you see the pedigrees of both dogs? Did you in fact see both parents? Did you get a health guarantee, and have you spoken to the breeder about her size? And has the vet expressed a concern, especially to what is wrong? It sounds as though you didn't get a well bred pup from a quality breeder, quite frankly.
She shouldn't be fluffy, that would be a fault. An 8 week old does have a slightly fluffy coat which goes at about 14 weeks or so.
As for her size she should be approx. 24 kgs in size as she has several months of growth left to do yet and you want them slow growing as it is far better for their joints.

What did the parents look like? Does she look like her parents? or did you get this dog from a backyard breeder? She's probably a mutt and you were probably lied to. odds are this person wasn't even a legit breeder.
