my fiancé was denied a Tourist visa to U.S., if we marry here in Brazil, would it be easier for him to visit?

We were planning to get married in the U.S., vist for a few months, and return to Brazil to live permanently. I am a United States citizen. We didn't do the fiancé visa because we weren't planning to live in the U.S afterwards. They claimed that he "didn't have enough ties to Brazil" because he doesn't have a car, house, or piles of money to spend in the U.S... We are considering getting married legally here so I can get permanent residency. Any advice? Is that the best move right now, or will it hinder trying again?

P.S. If anyone tells me to ask the consulate, I will shun scream. Seriously, the consulate doesn't answer questions about individual situations. Please only answer if you have advice or valid information.
