Black's pawn cannot move. Black's king cannot move because every move would put it in check. Since it's black's turn and he has no legal moves, the game is a stalemate.
Gwyn's right -- the black King isn't currently in check, and can't move to any of the 5 surrounding squares as any of those moves puts it into check either by the Queen or Rook. Their only other piece, the pawn, can't move either as it has a white pawn directly in front of it and nothing it can capture.
So... no legal moves and not currently in check makes it a stalemate.
White should be kicking themselves for letting Black get away with a draw.
