You may be thinking of catalan not Castellano. Catalan is the official language of Catalonia which includes Barcelona and Valencia. Castellano is just the name given to spanish in Spain.
From my perspective of looking this up for a whole of four minutes, it appears that the hooked C or 'cedilla' is pronounced as an 's' sound rather than a hard 'k' sound.
Of course it is not a Spanish letter.If it was it would be -s- in every case like in French.Casteliano is another for the Spanish language as used everywhere.

Ç doesnt exists in spanish, its from portuguese, and it sounds like "SS" in portuguese sound or "S" in spanish sound.

"Façade" is pronounced "fuh-saud" not "fuh-kaud"
