For TVs, it is about 2 mrem's a year. This is from one of my handouts from a radiation safety class. However, remember those are your old CTR (Cathode Ray Tube) TVs and monitors. I doubt they apply to LCDs and plasma TVs. They might give off some, but I wouldn't think as much as a CTR based monitor.
For your second question the NRC releases a report called NUREG-0713 with information on nuclear power plants and similar facilities.
