how do you turn off the freaking IE bar “blocked site from displaying content with security certificate errors?

My little brother was trying to make a facebook and it wouldn't work because the information bar would come down saying: "To help protect your security, IE has blocked thus web site from displaying content with security certificate errors”. I tried going to tools, internet options, security, custom levels, and enabling the active X prompts like Microsoft.com said. But it didn't work at all.

I think its because the content is blocked do to security certificate errors, not because of blocked active X content. I can't turn of the Security Certificate Error page either. Its sooooo annoying. People keep telling me to screw IE and get Firefox but I can't.

People also say I shouldn't disable the security certificate page redirect because the sites aren't safe. Well if Google, Verizon, Yahoo, LiveJournal, Facebook, YouTube, Ask, Hotmail, Twitter, and Hulu aren't safe than 99% of the world has a big problem.

Any help? It's getting on my nerves.
