I’ve been going to the same school district my entire life. I’ve made my friends in 7th grade and I’ve always felt like they were the best and I loved spending time with them, but now that I’m changing as a person and trying to be the best I can be and I feel like the people I hang out with just aren’t right for me, and because I’m in 11th grade everyone is already in their own clicks and might I say not very inviting to new people. How do I make new friends when I’m still surrounded by all the same people I’ve been for the past 5 years.

Your best bet is to wait for college or whatever your after HS plans are. Once you break out, you'll meet all kinds of different people.
say hi to people in class next to you. ask what they did over the weekend, or plans for the weekend. if they have similar interests, expand on it.
outside of class, join some groups. sports, music, clubs, arts, shop, something. do something again you have interests in. when you do that, it's easier to make friends whom already have similar interests.
you need to step outside your comfort zone a little to make things happen. nothing crazy like skydiving, but just taking some risks to meet new people and say hi. if you get rejected, they're scared to change, and try other people.
