Yes there is. The Local Historical Society pays the expenses of a representative not the city.
No there is no need for the city manager to attend at all.
1) can be considered a conflict of interest to even propose it. It is definitely malfeasance to use his power to benefit an immediate family member
2) Same here. Including her expenses on his expense account should be illegal.
