She needs to first get your birth certificate. She needs to do this now while you are 17. Then she needs to take you to the social security office with your birth certificate, your school records and her ID. If you don't have school records, a recent doctors record will be acceptable. The doctor needs to fill out a form, like doing a school physical. Once you have the social security card, you can get an ID. You will need the birth certificate, social security card, and your mom needs to sign an affidavit saying you live with her because they always want you to prove you're a resident of the state you're getting an ID in. Since you have no electric bill, rental agreement, etc. ,you're mom will sign saying you live with her. Tell your mom it is very important that she makes time to do this right away. She has the legal right to get your birth certificate and social security card since you are still a minor. Once you turn 18, she doesn't. With you having zero identification, as an adult I don't see how you will be able to get your birth certificate, which is the first item on the list of things to get.
