It looks like a new twist on a loan scam.The scammer "approves" you for a loan but then requires you to pay some sort of fee prior to getting the loan. Then, as it turns out, there is no loan and the fees that you paid were the scam.

They might overpay the loan and then demand you refund the difference, before the initial payments ends up being fraudulent...
