It's a brand new department with functions that have never been done before.
I was also told to quit wasting time trying to learn because the job needed to be done. I'm wondering how to do it when I don't know how.

Just because a person is a boss doesn't mean they know wtf they're doing. Unless you or they are some kind of magical God that can snap their fingers and make what they want appear they have to either train you or find someone that knows how to do it.
Take the knowledge you have, and apply it as best you can to the situation. Look up things on your own time to help you the next day. Work through scenarios in your head when you're at home and out of the pressure from work.
You learn on the job. Not unheard of. I've done this a time or two myself.
SOMEBODY has to figure it out. Sounds like that somebody is you. good luck.
Perhaps the boss is looking for a leader who is innovative and can create product.
