I am watching an Austrian TV news clip on youtube:

At 1:13 of the clip, the German words "Funkstille in Öffis" appears on
the skin.
Question 1) The same as the title question . I can't find the word
"Öffis" in my German dictionary. Is it a standard
German (e.g. Hochdeutsch ) word?
Question 2) Do most German people love tourists who take initiatve to
speak German to them? Most German will still reply
in German even they are asked in German
Question 3) What TV show do you recommend to a person who
wants to brush up his/her German listening skills?
Are "Kommissar Rex " , "Berlin Berlin" and "Schillerstrasse"
good shows to practice German listening skills?
Why/ why not?

Öffi's is an informal abbreviation for "Oeffentliche Verkehrsmittel" = public transport. I hear it only seldomly,so it is not really widespread, but the word is generally understood in Germany.
Germans, as people anywhere in the world, appreciate it when foreign visitors at least try to speak the language of the host country, in this case German. Those Germans, who know the english language well (a lot of them do), are proud to demonstrate their language skills, and will therefore talk english to You as soon as they realise that You are an english native speaker.
I think any TV show improves Your listening skills. Just watch what You like.
1) The word "Öffis" is a sort of slang abbreviation, it means "Öffentliche Verkehrsmittel" (public transport)
2) Of course a German will appreciate it if you try to speak German to him, but most Germans do speak English as well. You might end up with a conversation in mixed language depending on the respective language skills. Just be friendly and you'll be treated friendly regardless of language. Well, in most cases :)
Sometimes foreigners who try to speak German have such a strong accent that it is hardly recognizable as German.
3) "Schillerstraße" might be difficult because there is much slang and some dialect used. In general, a number of TV shows in German language are performed in one of our dialects, which might be difficult to follow and unhelpful for learning correct German. I think a beginner should start with news programmes like Tagesschau because the language there is very strict. After that, try anything you like to watch, for example there are many crime/police series in German like "Tatort".
