So I was riding a hotel bike today, and fell off of it twice. When I looked at the seat, it looked like a portion of the seat was missing. I didn’t fall two hard, but hard enough to hurt my leg a little (I think a bruise is going to appear). I’m not sure if I should notify the hotel, because I don’t know if it was me. I didn’t get a good look at the bike before I started riding.

Do you have pictures and any other bikes to compare it to others
As seats are not normally secured securely. Simply go to the part of the hotel (or another nearby hotel) where they have the rack of similar bikes. Remove yours and swap it for a good one. No one will know or care! Remember its NOT stealing as the same products are in the same general place. Good luck
Report the matter & consider suing the hotel for damage.
Something smells like a dead fish to me. You don't know if you caused the damage or not? Please.
Though this won't help you now, in the future take pictures of something you're renting in front of the attendant. This way you have a record of the of the condition it was in when you received it.
If they choose to say you damaged the seat sorry but you're going to probably lose at least a portion of any deposit you put up.
The bike rental company probably runs it just like a car rental company. They keep track of any damage. When you rent a car & return it, they'll do a "walk around" & check for fresh damage.
If you're honest, you'll point it out to them first. If you're not honest...you'll probably be charged for the damage anyway. When you rent something, it's YOUR RESPONSIBILITY to bring it back the same way you got it.
