It's a fine semantic point whether an unreligious person can believe a divine cause; my sense is that apprehension of divinity comes through personal religiosity. Ergo, all the people running around with those bumper stickers that say "I'm not religious, I just love teh LORD!" are in denial of an essential implication of the word "religion". They're religious whether they agree to the label or not.
