You need to understand that the President does not have to have approval of any other person or group, The Secretary of State may say do not do this, Congress may say do not do this, the Senate may say do not do this, 100% of the President's Cabinet may say do not do this, The President can ignore all of them and recognize the state anyway.
Each President has this right. The incumbent can recognize any of the groups in the Middle East and if they become Terrorist nations that would be an example of the Power of Recognition used negatively. The problem is that the President will not know until after the recognition has been done.
I do not think that once it is given that recognition can be revoked.
