I’m at a loss at what to do with this situation. My 4 month old puppy refuses to poop outside when it’s wet/raining. She pees no problem but won’t poop at all. I’ve been trying the crate method where if she doesn’t go put her in the crate for a few minutes and then take her back out but that’s not working at all. Plus on top of that I live on the third floor of a house so going up and down every 5 minutes is straight up exhausting. I don’t want her to think pooping inside the house is okay.
Should I just put her in her exercise pen and wait and see the signs she’s needs to go then take her out? Or is there a better way to do this?

Exercise will encourage a pup to toilet, so put your pup on a lead and take it a walk in the rain, the rain won't hurt it and it needs to learn that, it is more likely then to toilet and will also get used to rain
Why would you get a dog under your circumstances? You cannot potty train a dog with that long of a trip to get outside. Not fair to the pup at all. I think you are losing this fight just due to your situation.
I am a very firm believer that if you do not have a backyard for a dog, do not get a dog.
You can toss out the crate unless you take off the door & just the crate be a den for the dog, a safe place to be.
Try the exercise pen. I have a dog that refuses to do either when it pouring down rain. I kennel her and wait till it lets up then take her out. But she still refuses to poop outside. I reward her outside when she pees but she still won't poop outside except on walks sometimes!
Lock the puppy outside back for many hours provided it's safe to.
I had a dog like that. Get very mad when you catch them.and put them on a time out outside
This is what the vet told us. Get your pup on a feeding schedule, and after each feeding, immediately take her outside so she can do her business. She will catch on and know after a while what is expected. Also get yourself a clicker, or something that can make a pleasant sound, and when she poops, click and give her a small nibble treat. If you do this every time she goes out and does her business, she soon will do it in the rain too.
Neither YOU nor the puppy will MELT in the rain. Stop acting like YOU (plural) can't go out in it. To get puppy over this silliness, put your rain coat on & boots (if needed) and briskly walk the puppy UNTIL IT POOPS. As others have said, exercise HELPS "move" the bowels. I had this same issue & my trainer told me what I am telling you, and once I got OVER the YUCK factor of being out in the rain; my puppy "got over" NOT going...in the rain. Problem solved!
This is where you put on your boots and coat and go outside with the dog . I know it’s sucks but that’s what needs to be done. Don’t train the dog to poop inside
Use a shock collar.
