I'm kind of too lazy right now to go back and search through the Silmarillion to find out what language he would speak. I was pretty sure it was Quenya, but I can't remember who that was that banned the language of the Noldor in his kingdom. Was it Turgon? I hate having to ask questions I should know the answers to.

Earendil most likely spoke both tongues.
Many Sindar lived in Gondolin, the city of his birth, and the Noldor usually spoke Sindarin with them because the Sindar did not learn Quenya as quickly as the Noldor had picked up Sindarin.
But Earendil was the grandson of Turgon, High King of the Noldor, so in the palace mainly Quenya was spoken. (His mother was Idril, Turgon's daughter, his father Tuor, a human.)
Also notable may be that Earendil's wife Elwing was of Sindarin origin. (She was the great granddaughter of Thingol.)
It was not Turgon who banned Quenya, it was Elu Thingol of Doriath. And his laws did not apply in Gondolin.
