People who talk too much are annoying because they don't shut up. And if they talk too much about themselves, they come across as self obsessed and narcissistic. People who don't talk much can seem hostile, even if they do not intend to be. And if they don't talk much about themselves, it become hard to bond with them. There has to be a balance between the two, though thee person will always be more extraverted or introverted, both extremes are irritating. "Normal" is just an average between all of the weird people in the world, so it does not exist.
Charisma isn't about talking too much or too little about yourself... or anything for that matter. Charisma is about knowing when to talk more or talk less. It's all about the person you're talking to, learning how to read them, and knowing how to react. Personally, it depends what mood I'm in. If you interest me I want to know about you... if not, you're going to bore me. And whether I'm interested or bored depends on how charismatic you can be.
If you can make a conversation all about you seem all about me, you're nailing it.
